Refs #8887 (CR-CHAT-07 ring tracker). Parent epic: Trinity-S-AI-DNA/trios#1812 (W2, own lane, T-PORT). Twenty-sixth CR-CHAT-07 ring target delivered: the size class distribution rules (R-CHAT-10) — batch ceiling (1000000), observation floor (40), per-observation valid-class scan (ladder 256/1024/4096/16384), presence of all four classes, then per class in ladder order (the original's sorted-key BTreeMap walk) the per-class floor (10; exact boundary passes in MSCD-08) and the dominance ceiling (count > total/4·3, integer cross-multiplication; MSCD-02 answers Dominant{256, 100, 130}, the slight imbalance MSCD-09 passes at 20/56) — D5 verdict with every payload field (class/count/bound), original rule order, all ten MSCD tests transcribed plus helper and rule-order tests (12 total, 0 vacuous). BTreeMap/HashSet → ladder scans; the million-and-one fixture loops with the batch rule first. t27b 12/12 native; t27c 12/12; gen-rust compiles under rustc (0 errors, 0 &'static str, 0 Vec<const); coverage Untested 0; seal all hashes MATCH; ledger row included (pass, non-pass untouched). Dedup checked. Sequencing: one-line ledger rebase if the earlier lane PRs land first — I take it on request.

…ity-S-AI-DNA#8887)

The twenty-sixth CR-CHAT-07 ring target (W2, R-CHAT-10): the
size class distribution rules - the batch ceiling, the
observation floor (forty), then per observation the
valid-class scan, then the presence of all four classes, then
per class in ladder order the per-class floor (ten) and the
dominance ceiling (three quarters, the integer
cross-multiplication against a truncated quarter) - as the D5
verdict with every payload field, the original's rule order,
and all ten MSCD tests transcribed plus helper and rule-order
tests.

The original's BTreeMap count table and HashSet membership
become scans over the fixed class ladder; the per-class walk
runs in ladder order exactly as the sorted-key BTreeMap
iteration does. The million-and-one too-many fixture builds in
a loop, the batch rule firing before any observation is
examined.

Checks (conventions 0-14): t27b test 12 passed 0 failed; t27c
test-report 12/12, 0 vacuous; gen-rust output compiles under rustc;
coverage Untested 0; ASCII only; seal saved, all hashes MATCH;

Merge request for the gHashTag merger: steward READY (required all SUCCESS — validate, check-linked-issue, parse-ratchet, t27b-native-linux, t27b-native-macos; the red ones are non-required per Q16 and red on master too). Ledger row included; one-line rebase if the earlier lane PRs land first — I take it on request.
