Subject: [PATCH] Implement formula() function in chimera_best_gamma.t27 with
 proper body and test

- Added implementation: base::math::GAMMA.pow(PHI) + base::math::PI
- Added test block to verify function returns correct values
- Maintains original function signature as required

Closes #3967
